Agriculture Minister Hristanov Advocates Strong EU Common Agricultural Policy 2026

Balgarianovinite.com Bulgaria’s caretaker Minister of Agriculture and Food Ivan Hristanov told Copa-Cogeca, the leading organization of European farmers and agri-cooperatives, that his country firmly supports maintaining the Common Agricultural Policy (CAP) as a strong and autonomous EU policy after 2027, with its own budget and clearly structured into two pillars, Hristanov’s ministry reported on Monday.
He expressed the position that the CAP should not be part of a single fund. “In conditions of political instability, negotiations at the national level turn into a ‘bargain’ over parts of the common fund,” Minister Hristanov said. He added that “we are in a situation where the concept of a common budget diverges from the concept of a common policy and a single market.”
Hristanov’s meeting with representatives of Copa-Cogeca took place in Brussels immediately before an EU Agriculture and Fisheries Council session. From the organization, participation included Secretary General Elli Tsiforou, Copa Vice President Franck Sander, and Cogeca Vice President Leonardo Pofferi.
Hristanov stressed the need to preserve the N+3 rule, in order to provide a long-term horizon for investments in innovation, education, and sustainable rural development. He explained that national financing of eco-schemes creates a basis for inequality between states, given differences in the capacity of national budgets.
Regarding the challenges facing the sector, the Bulgarian Agriculture and Food Minister highlighted the serious pressure on farmers caused by high fertilizer prices. He emphasized that the implementation of the Carbon Border Adjustment Mechanism (CBAM) should be postponed for as long as possible until the international situation stabilizes. Hristanov stressed that the goal is to ensure food security and affordability. In his view, the plan to maintain CBAM and introduce compensatory measures for farmers will not work effectively.
“The positions of both sides have a common foundation, and we must make them as strong as possible in conditions of geopolitical instability, as part of the European family,” Hristanov said in conclusion. The parties agreed that the decision to suspend CBAM should be made as quickly as possible, given the upcoming spring campaign.
