Balgarianovinite.com The Supreme Administrative Court (SAC) Thursday said it had dismissed an appeal filed by the Velichie party against a Central Election Commission (CEC) decision of March 28, specifically the part determining the locations and number of polling stations in Germany and in the United Kingdom and Northern Ireland. The decision in the administrative case is final.
The SAC judges consider unfounded the party’s claim of substantial violations of the applicable norms by failing to include Bulgaria’s honorary consulates in Belfast and Liverpool. The CEC has complied with the opinion of the Foreign Ministry, according to which honorary consulates should not be equated with diplomatic and consular missions within the meaning of the Diplomatic Service Act.
The Diplomatic Service Act stipulates that the diplomatic service is a specialized state administration under the leadership of the Minister of Foreign Affairs, which includes the Ministry and Bulgaria’s overseas missions as its structural units. Honorary consulates do not possess the characteristics of a specialized state administration. Although they enjoy some of the privileges and powers of state consular missions, their activities do not fully overlap with the state authority powers of the diplomatic service within the meaning of the Diplomatic Service Act, and this, in turn, excludes the possibility to involve them in the election process.
In this case, the CEC fully adopted the proposal submitted by the Bulgarian diplomatic mission in the United Kingdom and Northern Ireland and based its decision on the content of that proposal, acting within the scope of its operational autonomy, the SAC said.
On March 28, the CEC adopted a decision determining the locations in the countries where polling stations will be established abroad and their number for the parliamentary elections on April 19, 2026. The decision provides for the establishment of 493 polling stations in 55 countries.
