Balgarianovinite.com In its Foundations for Growth and Competitiveness 2026 report, published Thursday, the Organisation for Economic Co-operation and Development (OECD) urges Bulgaria to undertake reforms in five key areas – education, the labour market, competition, corruption and energy.
The OECD recommends improving the quality of education and increasing the participation of adults in education and training programmes. According to the report, such measures could help raise workforce qualifications and better align employees’ skills with employers’ needs.
Reducing regulatory barriers in network sectors to competition and tackling corruption, alongside improving the efficiency of the judicial system, would stimulate investment flows to Bulgaria and boost productivity through a more efficient allocation of resources, the report says.
Easing the strict entry requirements and other regulatory restrictions in professional occupations like accountants, lawyers and real estate agents, and tailoring regulation to risks in these activities to safeguard quality, would strengthen competition and service quality in Bulgaria.
It also notes that the transition away from coal-based electricity generation, provided it does not come at the expense of energy security, would in turn encourage investment in renewable energy and related infrastructure.
The report further highlights that Bulgaria’s economic convergence with more advanced OECD economies has accelerated in recent years, driven mainly by growth in hours worked. However, population ageing and emigration act as constraints on growth. Low capital stock levels compared to OECD countries, both relative to gross domestic product (GDP) and per capita, also contribute to the country’s low labour productivity, the report notes.
