Spain, Bulgaria, Greece Have Allocated Largest Share of GDP to Measures in Response to Surge in Energy Prices, European Think Tank Says 2026

Balgarianovinite.com Spain, Bulgaria, and Greece are the EU countries where the cost of measures to support businesses and households against the surge in energy prices following the outbreak of war in Iran accounts for the largest share of gross domestic product (GDP), according to the latest analysis of European measures in response to the sharp rise in energy prices following the US-Israeli attack on Iran in late February, of the Brussels-based Bruegel Institute, a European think tank that specializes in economics.
To mitigate the economic impact of the shock increase in energy prices on households and businesses, European Union countries have introduced fiscal measures totalling nearly EUR 10 billion, Bruegel said.
Spain and Germany have stated that they will allocate the most funds to assist households and businesses in absolute terms. The aid that Madrid plans in connection with the consequences of the Middle East conflict accounts for nearly half of the funds allocated for such measures in the EU. Spain has committed EUR 5 billion, and Germany EUR 1.62 billion, according to the analysis.
In relative terms, however, as a share of GDP, Spain, Bulgaria, Greece, and Ireland are the EU countries that have announced they will allocate the most funds.
To limit the impact of high energy prices on Spanish household budgets, parliament urgently adopted a package of relief measures in March, including a reduction in the VAT rate on gas, electricity, and fuel from 21% to 10%, as well as direct aid for the transportation sector.
The measures will require EUR 5 billion, or 0.296% of Spain’s 2025 GDP. Both as a share of economic output and in absolute terms, the measures taken by Madrid will be the most extensive in the EU.
Bulgaria presented measures totalling EUR 225 million, of which EUR 100 million are for a package of measures to support transportation and EUR 125 million to assist energy-intensive industries. The amount represents 0.194% of Bulgaria’s GDP in 2025. The measures presented by Bulgaria to address high energy prices, as a percentage of GDP, are the second most extensive in the EU, according to the Bruegel Institute.
Greece ranks third among the EU countries listed that have taken measures in response to the consequences of the conflict in the Middle East, having allocated 0.121% of GDP (EUR 300 million) for this purpose.
Bruegel’s tracker includes in its analysis the EU countries that have presented measures to address the consequences of the surge in energy prices, for which allocated budgetary funds are clearly defined: Belgium, Bulgaria, France, Germany, Greece, Ireland, Italy, the Netherlands, Poland, and Sweden.
