Trade Union Calls for Tripartite Council Meeting to Discuss Support for Households and Businesses 2026

Balgarianovinite.com The Confederation of Independent Trade Unions in Bulgaria (CITUB) on Thursday reiterated its proposal for a package of 12 measures to support Bulgarian households and businesses, which it announced in early April. The trade union also continues to call for a meeting of the National Council for Tripartite Cooperation (NCTC), where the measures should be discussed, CITUB said in a statement on its website minutes after President Iliana Iotova handed a mandate for the formation of a government to prime minister-designate Rumen Radev, whose party, Progressive Bulgaria, won the early parliamentary elections on April 19.
One of CITUB’s demands is the provision of targeted subsidies to state and municipal transport companies to offset high costs of energy and fuel. The aim is to maintain current levels for public transport fares in both urban and intercity networks, the organization explained. Another proposal is the introduction of completely free public transport for preferential categories of citizens (pensioners, students, and people with disabilities) as a social protection mechanism against inflation. The trade union also proposes a targeted compensation of EUR 0.20 (BGN 0.40) per litre of fuel (up to a limit of 70 litres per month) for households in settlements without access to a transport network.
Among the proposals is also the introduction of a cap on retail mark-ups in fuel trading: up to 10% for wholesalers and up to 20% for retailers.
CITUB also proposes a subsidy for food products equivalent to twice the value of the small consumer basket. The assistance should be granted to individuals with monthly incomes of up to twice the poverty line, the union clarified. Another proposal includes the introduction of a temporary ban on disconnection of electricity and heating supply for vulnerable households during the period in which crisis measures are in force.
CITUB believes that agricultural producers should receive compensation when purchasing fertilisers, amounting to monthly coverage of 20% of the product’s value upon presentation of documents (invoices, proof of payment such as receipts or bank transfer documents, and delivery notes confirming the actual supply) to the National Revenue Agency.
Another proposal is an increase in the current food voucher quota from EUR 818 million to EUR 1 billion.
CITUB president Plamen Dimitrov told journalists a few days ago that there should be no move towards radical cuts in expenditure in the 2026 state budget.
