Balgarianovinite.com Ten-year government securities worth EUR 210 million were placed by the Finance Ministry at an auction held on Monday, thereby reaching the ceiling for new government debt, the Finance Ministry said in a press release. The ceiling is based on the extension of Bulgaria’s 2025 state budget into 2026 in the absence of a regular state budget for 2026.
Following Monday’s auction, which was the ninth for the year, the total amount of new government debt raised so far in 2026 reached EUR 1.41 billion. The new borrowing will be used to refinance maturing government debt this year, which also amounts to EUR 1.41 billion.
The Public Finance Act says that in the event of an extended budget, the Council of Ministers may incur new state debt solely for the purpose of refinancing existing obligations, up to the amount of annual repayments on already contracted debt. Thus, following this latest auction, the Finance Ministry has exhausted its ability to issue new debt under the conditions of an extended budget.
The newly issued debt on Monday is from issue No BG 20 400 26 218, maturing on February 11, 2036, with an annual coupon rate of 3.50%.
The total value of submitted orders amounted to EUR 275.5 million, corresponding to a coverage ratio of 1.31. The spread over comparable German federal bonds was 134 basis points.
