Balgarianovinite.com Bulgaria’s Council of Ministers on Wednesday gave wholly and partly State-owned enterprises and commercial corporations until May 29, 2026 to remit to the Exchequer 100% of their profit for the financial year 2025. The remittance from majority-State-owned enterprises and companies stands at 70% of their profit, the Government Information Service said. The order does not apply to hospitals, mental health centres, water supply and sewerage companies, and State-owned enterprises which are not commercial corporations but are public-financed organizations within the meaning of the Public Finance Act.
“The adoption of the order ensures conditions for the implementation of the revenue side of the State budget in the part of non-tax revenues from dividends,” the press release said. “The amount of the deductions from the profit is in line with the needs of the Exchequer, it is set with a view to complying with fiscal rules and requirements and pursuant to the Public Finance Act and the [EU] Stability and Growth Pact.”
On May 18, Finance Minister Galab Donev said that the corporate tax prepayments by banks amounting to EUR 363 million in 2025 and the interim dividend paid in advance last year by state-owned companies were having a negative impact on budget revenues. “A total of EUR 566 million will thus not be credited as budget revenue for 2026 because it was remitted in advance in 2025. Through these two operations, which amount to financial acrobatics, the fiscal target for 2025 was achieved, but they make the task more difficult today,” Donev said.
