Balgarianovinite.com The ad hoc committee drafting Parliament’s rules of procedure Thursday approved changes to the mechanism for debating bills at second reading.
Under the adopted texts, the National Assembly will debate and vote on draft legislation chapter by chapter, section by section or text by text. Provisions for which there are no written proposals or objections will not be read aloud in the plenary chamber.
Debates will cover texts adopted at first reading, proposals submitted by MPs between the two readings, and proposals by the lead committee included in its report. Editorial and legal-technical corrections will also be admissible.
The committee also approved reducing the time allowed for MPs to justify proposals from five minutes to three minutes per proposal.
For provisions whose content is determined by already adopted texts in the same bill, only editorial or legal-technical amendments will be permitted, with speaking time limited to one minute.
The committee further decided that draft laws and committee reports must be made available to MPs no later than 24 hours before a plenary sitting, instead of the current 72-hour deadline. Standing committees will also be allowed to examine draft legislation no earlier than 48 hours after its distribution, compared with the current 72-hour period.
Rositsa Kirova of GERB-UDF argued that shortening the deadlines would not improve the quality of the legislative process and stressed that good faith, respect for procedures and clear rules were more important.
Alexander Ivanov of GERB-UDF warned that the shorter deadlines could also create difficulties for members of the ruling majority defending legislation proposed by the government.
Nadejda Iordanova of Democratic Bulgaria said introducing overly short deadlines would not help and cautioned that rushed legislation could be more damaging than delays.
Stoyu Stoev of Continue the Change described the reductions as unnecessary and said the legislative process should not be rushed.
The committee also decided that standing committees must examine together all draft laws regulating the same matter that have been submitted before debate begins in the lead committee, with a single report to be prepared for all related bills.
