Balgarianovinite.com President Iliana Iotova will hold consultations with the parliamentary parties and coalitions in the 52nd National Assembly, which will present their nominations for the composition of the Central Election Commission (CEC) in connection with the expiry of the term of office of its members, the President’s Press Secretariat said on Tuesday.
By decree, the President approved rules for the holding of public consultations and the procedure for appointing the CEC members.
The Election Code provides for specific rules on the distribution of seats in the CEC in line with the parliamentary representation of the parties and coalitions according to the results of the latest parliamentary elections. CEC consists of 15 members, including a chairperson, deputy chairpersons and a secretary, who are nominated by the parliamentary parties and coalitions, according to the Election Code.
The Code stipulates that persons nominated by the same parliamentary party or coalition may not be appointed chairperson, deputy chairpersons and secretary.
In appointing the CEC members, the ratio between the parliamentary parties and coalitions is preserved using the largest remainder method. Parties and coalitions with equal remainders fill the vacant seats starting with the smallest parliamentary party or coalition. Representatives of one party or coalition may not hold a majority in the commission, the Election Code states. CEC is appointed by presidential decree.
