Balgarianovinite.com Bulgaria remains significantly below the average levels of the Organisation for Economic Co-operation and Development (OECD) member countries in digital government and open data performance, according to the Digital Government Outlook published Monday.
The country scored 0.37 points in the OECD Digital Government Index, compared with the OECD average of 0.70 points, the report said.
Bulgaria’s strongest performance was recorded in Digital by Design, with a score of 0.57 points, and Data-driven Public Sector, with 0.43 points. However, both scores remain below the OECD averages of 0.75 and 0.74 points, respectively.
The country’s weakest scores were recorded in Proactiveness and User-Driven. Bulgaria scored 0.14 points for proactive service design, compared with an OECD average of 0.67 points, and 0.28 points for user-driven service design, against an OECD average of 0.71 points.
According to the OECD, these results highlight there is significant room for improvement in anticipating user needs through proactive service design and in placing users at the centre of service delivery.
In the Open, Useful and Reusable Data (OURdata) Index, Bulgaria scored 0.31 points, compared with the OECD average of 0.53 points.
The country performed relatively well in Data accessibility, achieving 0.63 points against an OECD average of 0.67 points. Significantly weaker results were recorded in Data availability and the promotion of data re-use. In this area, Bulgaria scored just 0.04 points, compared with an OECD average of 0.40 points.
The OECD notes that Bulgaria has established a digital government governance structure led by the Ministry of Electronic Governance under the Updated Strategy for the Development of Electronic Governance 2019– 2025. A comprehensive Bulgarian data interoperability system has been established through RegiX, the Registry Information Exchange System. RegiX enables automated machine-to-machine interconnections between 62 Bulgarian registries and other information systems.
The report also highlights Bulgaria’s significant potential in the field of artificial intelligence. According to the OECD, the country still lacks a national AI strategy, an ethical framework, transparency mechanisms, dedicated oversight bodies, and documented use cases of AI technologies in public administration.
The organisation further points to the need for a stronger user-centric approach in the development of digital public services, including the introduction of service design standards, a public service catalogue, mechanisms for user participation, and implementation of the Once-Only Principle, under which citizens and businesses provide information to public authorities only once.
