Balgarianovinite.com The leadership of the Ministry of Foreign Affairs fully understands the concerns and demands of the Ministry’s employees regarding the draft 2026 state budget, the Ministry said on Facebook in response to a peaceful gathering of Foreign Ministry employees over the bill.
“Our shared goal is to strengthen and support our diplomatic service, whose most valuable resource is its staff,” the post reads, adding that decent pay, professional development, and the modernization of the administration are key conditions for effectively defending Bulgaria’s national interests on the international stage.
The proposed draft budget for 2026 is not due to a divergence from this vision on the part of the Government, but is the result of the inherited fiscal situation and the significant imbalances in the pay of employees across various administrative bodies, which have accumulated over the years, the Ministry’s leadership said.
“Given the identified excessive deficit and the European Commission’s ongoing procedure, our main task is to find solutions that do not further disadvantage employees,” the Ministry stated.
As before, the Foreign Minister and the entire leadership remain strongly committed and open to constructive dialogue with the Professional Association of Civil Servants in the Diplomatic Service on all issues concerning working conditions and employees, the post reads further.
On Monday, trade unions from both the Confederation of Independent Trade Unions in Bulgaria (CITUB) and the Podkrepa Confederation of Labour are scheduled to hold a protest at 2 p.m. in front of the Council of Ministers building. They are against the proposed draft budget, which they say will lead to cuts in personnel expenses and shift the burden of social security contributions onto civil servants.
The bill, which the Finance Ministry published on its website on June 24, proposes a phased introduction of the requirement for civil servants under the Civil Servants Act and employees under the Judiciary Act to pay personal social security contributions, with the ratio set at 80% for the employer and 20% for the employee starting August 1, and 60% for the employer and 40% for the employee as of 2027.
