Balgarianovinite.com Representatives of the Confederation of Independent Trade Unions in Bulgaria (CITUB) and the Podkrepa Confederation of Labour staged a protest outside the Council of Ministers building on Monday against the government’s proposed 2026 state budget, arguing that it would lead to cuts in personnel spending and shift part of the burden of social security contributions onto civil servants.
The demonstration began at the same time as a meeting of the National Council for Tripartite Cooperation (NCTC) inside the government building, where the draft 2026 state budget, as well as the proposed budgets of the National Social Security Institute (NSSI) and the National Health Insurance Fund (NHIF), were scheduled for discussion.
The trade unions called for the repeal of the Civil Servants Act and the related secondary legislation, arguing that all public administration employees should enjoy equal rights and obligations. They also demanded the withdrawal of the proposed cuts to budget allocations for wages and the planned freeze on incomes.
In addition, the unions urged the government not to proceed with staff reductions in public administration without first carrying out institution-specific assessments. They also called for additional staffing in the most heavily burdened government agencies.
A heavy police presence was deployed at the protest.
