Bulgarian IT Association Urges Innovation Ministry to Open Dialogue with ICT Sector 2026

Balgarianovinite.com The Bulgarian Association of Information Technologies (BAIT) has called on the Ministry of Innovation and Digital Transformation to initiate an open dialogue with the ICT sector and has expressed concern over the expanding role of Information Services AD, Bulgaria’s National System Integrator, in the implementation of public sector digitization projects, the association said in a position regarding the draft Rules of Procedure of the newly established ministry.
BAIT stated that it supports the establishment of the Innovation Ministry as an important step toward better management of policies in the areas of innovation, digital transformation, and technological development. However, administrative reform alone is not sufficient and should be supported by policies that promote competition, innovation, and development of the sector, the statement reads.
As one of the main unresolved issues, BAIT recognized the ongoing extension of Information Services’ responsibilities in the implementation of public sector digitization projects. The association argued that the company is granted an increasing number of projects, leading to the concentration of a significant share of the public ICT market in a single company, which is not entirely state-owned.
This model gradually restricts competition, creates barriers for Bulgarian and European technology companies, and reduces incentives for innovation, quality, and the efficient use of public funds, BAIT said.
The association noted that this was occurring at a time when the ICT industry is already among the sectors affected by the increase in the maximum social security income threshold, while at the same time it continues to be viewed as a source of additional budget revenue.
“Instead of stimulating one of the most competitive and export-oriented sectors of the Bulgarian economy, the government is restricting its access to a significant portion of the market for public ICT projects,” BAIT stated.
BAIT pointed out that when a significant portion of public demand for ICT services is concentrated outside of competitive procedures, access is restricted not only for Bulgarian companies but also for technology businesses from other EU Member States.
The association also expressed concern over the lack of institutional dialogue with the technology sector on issues that directly impact the sector’s development and the country’s digital transformation. BAIT gave an example of the upcoming meeting of the Parliamentary Committee on E-Government and Information Technology scheduled for July 1, at which the Innovation Minister is set to participate, but the association cannot join the meetings due to the unresolved status of the Committee’s Public Council.
In conclusion, BAIT stated that sustainable digital transformation requires not only institutional changes but also a consistent government policy based on competition, transparency, expertise, and active partnership with the business community.
