NRA Inspects 330 Businesses, Finds Violations at 100 Along Black Sea Coast 2026

Balgarianovinite.com Failure to issue fiscal receipts and discrepancies between the cash on hand and the amounts recorded by cash registers are the two most common violations uncovered during inspections of commercial establishments along Bulgaria’s Black Sea coast, according to the National Revenue Agency (NRA).
The agency said its inspectors have checked more than 330 businesses in less than a week as part of the NRA’s annual summer enforcement campaign, which began on June 29.
Violations were identified at 100 of the inspected businesses, while two traders were found to be operating without cash registers.
“The most common violations we encounter are the failure to issue fiscal receipts and discrepancies between the cash available in the register and the amounts recorded by the cash register. The two traders whose market stalls were found to be operating without cash registers have been sanctioned with the closure and sealing of their premises,” Anna Mitova, Director of Communications at the NRA, said, summarizing the results of the past week’s inspections.
Mitova added that, as part of the enforcement campaign, NRA teams are also checking whether seasonal workers have employment contracts duly registered with the agency and whether employers are paying social security contributions based on their actual wages.
In addition to monitoring compliance with tax and social security legislation, fiscal inspectors are also enforcing the Introduction of the Euro in the Republic of Bulgaria Act.
“The NRA’s powers under the Euro Introduction Act remain in effect until August 8. At present, we are monitoring whether there have been any unjustified price increases for goods and services linked to Bulgaria’s adoption of the euro. Together with the Commission for Consumer Protection, we have carried out more than 20,000 joint inspections and issued over 1,300 administrative violation reports,” Mitova said.
As part of the campaign, inspectors continue to use the “mystery shopper” method when conducting test purchases.
The NRA also reminded consumers that they are entitled to withhold payment until they receive a fiscal receipt. This right was introduced through amendments to the Value Added Tax (VAT) Act that came into force on January 1, 2024, with the aim of strengthening efforts to combat undeclared income and unfair competition while enhancing consumer protection.
The agency also encouraged members of the public to help monitor businesses’ revenue reporting by using the NRA Mobile application. The app allows users to scan the QR code on fiscal receipts and report cases where receipts are not issued, payment documents are fraudulent or incomplete, or other tax and social security violations are suspected.
