Balgarianovinite.com Bulgarian Ombudsman Velislava Delcheva urged Parliament on Tuesday to ensure that the 2026 State Budget and State Social Insurance Budget safeguard vulnerable groups, warning that fiscal measures should not come at the expense of social protection.
In an opinion submitted to Parliament, Delcheva supported efforts to improve oversight of public spending but stressed that stricter controls should not restrict access to social benefits for eligible recipients.
She called for pension increases to reflect inflation and rising living costs, arguing that the minimum pension should not remain below the national poverty line. Delcheva also highlighted the lack of annual indexation of benefits for children with disabilities, the unchanged childcare allowance and one-off school grant, and warned that higher social security contributions could place additional pressure on households unless accompanied by compensatory measures.
The Ombudsman also criticized the absence of funding for the construction of a national children’s hospital in the medium-term budget framework, saying this could delay the project.
Parliament’s Budget and Finance Committee is due to hold a first reading of the draft 2026 State Budget Act, the Public Social Insurance Budget Act and the National Health Insurance Fund Budget Act on Tuesday. The draft State Budget envisages a consolidated fiscal deficit of 5.7% of GDP.
