Balgarianovinite.com Bulgaria’s Finance Ministry placed EUR 2.5 billion in debt on international capital markets on Tuesday, Deputy Prime Minister and Finance Minister Galab Donev told the Bulgarian News Agency (BTA) and Bulgarian National Radio (BNR) after a meeting of the parliamentary Budget and Finance Committee.
Donev said that the bond issue was in line with the National Assembly’s decision to increase the country’s debt ceiling by up to EUR 3.8 billion for 2026 under the budget extension law.
The borrowing was carried out in three tranches with maturities in 2032, 2038 and 2042, he said.
“The yields are favourable for Bulgaria and will not place an excessive long-term burden on interest payments. The Finance Ministry’s return to the international capital markets has therefore been highly beneficial,” Donev said.
He added that Bulgaria is likely to return to international markets once more before the end of the year, as the government has yet to raise all the funds needed to finance payments under the National Recovery and Resilience Plan and to cover the budget deficit.
According to the draft 2026 State Budget Act, the maximum amount of new government debt that may be incurred in 2026 is set at EUR 10.1 billion. The figure includes borrowing of up to EUR 3.261 billion under the European Union’s Security Action for Europe (SAFE) instrument to strengthen the defence industry.
Government debt is projected to reach EUR 37.7 billion, equivalent to 30.1% of gross domestic product. Before Tuesday’s issuance, Bulgaria had raised EUR 1.41 billion in new debt since the beginning of the year.
