Supreme Judicial Council Sets November 21 as Deadline for Election of Members from Professional Quota 2026

Balgarianovinite.com The Plenum of the Supreme Judicial Council (SJC) unanimously decided on Thursday that the election of members from the professional quota for the new composition of the Council should be completed on November 21.
The prosecutors will hold their general meeting on October 17 and vote on November 24. The judges will hold their general meeting on October 31 and vote on November 7. The investigators will hold their general meeting on November 14 and vote on November 21.
Justice Minister Nikolay Naydenov told the media that the parliamentary quota will be elected in parallel. There was a fairly in-depth discussion on what should be the priority: complying with the deadline set by law, or allowing full organizational mobilization through video recording, ensuring the right venues, and enabling candidates to conduct their campaign during a period designated as the judicial vacation, he added.
Naydenov told the Plenum that the Public Procurement Act cannot be amended for a single procurement procedure, but that, given the urgency, the Act provides enough mechanisms. He said that there are objective circumstances and thta according to him, the procedures can be conducted within shortened time limits. He said that the process should be guided by maximum publicity and freedom of the elections, because this will shape public opinion about this composition in the future, and that quality should not give way to speed.
SJC member Tsvetinka Pashkunova said that video recording will be provided during the elections, the opening of the ballot boxes and the counting of the ballots. Media representatives will be present at all stages of the election process, she added. Pashkunova noted, however, that there is a problem with the public procurement procedure needed to secure the video recording. It is not certain whether the results for the video recording equipment will be ready by mid-September, she said.
According to Supreme Court of Cassation President Galina Zakharova, it would not be fatal if the deadlines were exceeded slightly.
On July 1, the State Gazette promulgated amendments to the Judicial System Act regulating the election of a new SJC and Inspectorate with the SJC. The election must be held by October 17 at the latest. Under the amendments, the National Assembly, for its part, adopts rules for establishing whether the candidates from its quota in the SJC possess high professional and moral qualities, taking into account their professional qualifications, practical experience, public standing and capacity.
Other amendments provide that, until the newly elected members of the SJC Plenum take office, the Judges Chamber and the Prosecutors Chamber will postpone the adoption of decisions that directly affect the organization and functioning of the judicial system, concern its independence, or have a lasting personnel or organizational effect.
