Balgarianovinite.com Prime Minister Rumen Radev said Tuesday that Bulgaria will not join the Coalition of the Willing supporting Ukraine, arguing that lasting peace should be achieved through diplomacy rather than continued military assistance, a position that prompted criticism from opposition parties and was later defended by Defence Minister Dimitar Stoyanov.
Speaking in Paris after receiving an invitation from French President Emmanuel Macron to join the Coalition of the Willing, Radev said Bulgaria does not participate in initiatives aimed at providing continued financial and military support for Ukraine. He argued that decisions concerning Europe’s collective security are taken within the European Union and NATO, where Bulgaria is actively involved, rather than in ad hoc coalitions. The Prime Minister also said Bulgaria had successfully defended its national interests during negotiations on the EU’s 21st sanctions package against Russia by securing the removal of several individuals from the sanctions list and reiterated that sanctions should not harm the countries imposing them.
Continue the Change Floor Leader Nikolay Denkov, GERB deputy leader Daniel Mitov and Democratic Bulgaria co-leader Ivaylo Mirchev criticized the government’s position, warning that remaining outside the coalition could isolate Bulgaria from Europe’s emerging security architecture. They argued that support for Ukraine strengthens prospects for a negotiated peace and said Bulgaria should participate in discussions shaping future European defence, including missile defence, cybersecurity and defence cooperation. Democratic Bulgaria also questioned the government’s objections to parts of the latest EU sanctions package against Russia.
Later on Tuesday, Defence Minister Dimitar Stoyanov said the Coalition of the Willing currently exists only as a political initiative and cannot become operational before a lasting peace agreement between Ukraine and Russia is reached. He noted that no legal or institutional framework for the coalition has yet been established and stressed that Bulgaria could decide to join at a later stage if the initiative develops. Stoyanov rejected suggestions that the decision signalled a change in Bulgaria’s foreign policy, saying the country remains firmly oriented toward the West and continues to participate actively in NATO, the EU and other international defence initiatives.
