Balgarianovinite.com Bulgarian President Iliana Iotova discussed the European Union’s 2028-2034 Multiannual Financial Framework with members of the European Court of Auditors, the President’s press service said on Wednesday.
During the meeting at the Presidency, members of the EU’s external audit institution briefed the President on the main points of the Court’s 12 opinions on the proposed overall EU budget, as well as on its sectoral policies.
Iotova highlighted the new financing philosophy for EU Member States set out in the European Commission’s proposed long-term budget, expressing reservations about both the approach and the instruments envisaged for its implementation. The discussion focused on the risks posed by the new financing models, particularly for less developed Member States. Iotova also voiced concern over the proposed merger of cohesion policy and the common agricultural policy, together with fisheries and security, into a single fund.
The President raised the issue of ensuring transparency and accountability in the use of EU funds, as well as how subjectivity in the European Commission’s assessment of national plans would be avoided. She expressed concern that the new financing approach could work to the detriment of the EU’s smaller Member States.
Iotova also addressed the link between EU budget funding and the rule of law, stressing the need for a clear set of rules to guide the European Commission’s assessments.
She further raised the issue of municipal financing, which she described as particularly important for countries such as Bulgaria. The discussion also covered the risk of weakening the regions, despite regional development being one of the fundamental principles underpinning the EU Treaties.
Earlier in the day, the Prime Minister Rumen Radev had also met with members of the European Court of Auditors.
