Balgarianovinite.com Stefan Belchev, Chair of the National Assembly’s Committee on Economic Policy, Investment and Industry and a lawmaker from Progressive Bulgaria, told Bulgarian National Radio on Sunday that more substantive debates on Bulgaria’s tax and social security system would take place during discussions on the 2027 state budget. He argued that the country’s tax system remains one of the most competitive, attractive and predictable in Europe.
“The really serious debates about the direction of economic policy cannot, surely, take place in July or August of the current year. I strongly believe and hope that, through joint efforts, we will all see the results in the 2027 budget,” Belchev said.
He added that the 2026 state budget adopted by parliament on Friday was essentially an inherited budget intended to carry the country through the remainder of the year. He voiced hope that within the next month or month and a half, serious discussions would begin on substantial changes that, he said, he hoped would already become visible at the beginning of 2027.
Asked about the EUR 1.7 billion set aside in the budget and opposition concerns over transparency in how the funds would be spent, Belchev said the government had made it clear that “this kind of spending in the dark will now come to an end”. He added that, apart from certain necessary budgetary buffers, every euro of the roughly EUR 1.5 billion in question had been allocated to a specific budget line. He therefore disagreed with claims that the money would be spent without transparency before December.
Asked why major investors were leaving the country, Belchev said that large foreign investors were not leaving Bulgaria because of the level of taxation or a projected budget deficit. Instead, he pointed to other factors, including what he described as a chronic deficit of justice, institutional pressure and extortion inherited from the past, as well as a severe shortage of qualified workers.
According to Belchev, the adoption of the country’s first budget denominated in euros sends a clear and strong signal to international markets that Bulgaria is finally moving beyond a period of political uncertainty and will become integrated into Europe’s economic core.
