Balgarianovinite.com Parliament is expected to debate legislative amendments concerning the operation of collective investment schemes and the Electoral Code.
Parliament will hold a second reading of amendments to the Activities of Collective Investment Schemes and Other Undertakings for Collective Investment Act, according to the approved agenda of the National Assembly. This is the only item on today’s agenda.
The proposed amendments introduce changes to the national legislation to align it with EU regulations. The changes are intended to improve small and medium-sized enterprises access to capital by revising the thresholds and types of prospectuses required for admission to trading. They also aim to reduce the administrative burden and the costs associated with investment research conducted by investment firms.
In addition, to ensure the implementation of other sector-specific regulations on benchmarks, the amendments clarify the division of responsibilities between the Financial Supervision Commissionand the Bulgarian National Bank regarding the authorization of participation in trading greenhouse gas emission allowances, as well as the approval and supervision regimes for benchmarks.
MPs are expected to include a second reading of amendments to the Election Code in their agenda. The amendments were approved by the parliamentary legal affairs committee on Tuesday.
The proposed changes would remove the limit of up to 20 polling stations outside Bulgaria’s consular and diplomatic missions in countries that are not members of the European Union, eliminate the proposed Abroad electoral district, introduce fully machine-based voting, except in polling stations with fewer than 300 registered voters, require polling agencies, upon registration with the Central Election Commission, to submit a declaration stating that they will not publish election-related opinion poll results during the day of reflection or on election day before 8 pm.
Speaking to journalists in Parliament on July 7, Progressive Bulgarian floor leader Petar Vitanov said that the amendments to the election rules submitted by his group pursue an ambitious goal: to complete the election legislation before the end of the current parliamentary session.
