Balgarianovinite.com The first session of Bulgaria’s 52nd National Assembly was dominated by the newly formed Progressive Bulgaria party, which secured a parliamentary majority following the April 19 snap elections, enabling the adoption of the 2026 budget, changes to electoral legislation and amendments to the Judiciary Act.
Progressive Bulgaria won 131 seats in the 240-member Parliament. Initially, five political forces entered the legislature, but the breakup of the Continue the Change–Democratic Bulgaria coalition before Parliament convened resulted in six parliamentary groups.
The National Assembly held its inaugural sitting on April 30, and on May 8 elected a regular government headed by Prime Minister Rumen Radev.
Before the summer recess, Parliament adopted the 2026 State Budget, the budgets of the State Social Insurance system and the National Health Insurance Fund. The budget envisages a deficit of 5.7% of GDP, keeps the minimum monthly wage at EUR 620.20 and authorizes up to EUR 10.1 billion in new debt. The opposition criticized the spending plan and challenged it before the Constitutional Court.
MPs also amended the Judiciary Act, changing the rules for electing members of the Supreme Judicial Council and expanding the list of institutions authorized to initiate procedures for the early dismissal of the Prosecutor General. Parliament also launched the procedure for electing members of the SJC from its quota and established a new five-member Commission for Counteracting Corruption.
Electoral legislation was overhauled in late July. Parliament restored nationwide machine voting, retaining paper ballots only in polling stations with fewer than 300 voters, abolished the Abroad multi-member constituency and removed the limit on the number of polling stations outside the EU. Lawmakers also approved accessibility features for visually impaired voters using voting machines.
The parliamentary majority also approved the temporary deployment of up to eight US military tanker aircraft and up to 250 personnel at Bezmer Air Base.
The presidential election campaign began to take shape before the recess. President Iliana Iotova announced she would seek the presidency as an independent candidate nominated by an initiative committee. Her candidacy was endorsed by the BSP and later by Progressive Bulgaria. Parliament scheduled the presidential election for October 25.
The National Assembly will be in summer recess from August 5 to 23 and is due to resume sittings on August 26.
