Sofia Municipality Plans Up to EUR 367 Mln in Long-Term Borrowing for Transport, Infrastructure Projects 2026

Balgarianovinite.com Sofia Municipality is launching a procedure to secure up to EUR 367 million in long-term investment financing to modernize the city’s public transport system and key infrastructure, the Municipality said on Thursday.
Sofia Municipality said the financing, combined with EUR 265 million allocated under the Regional Development Programme, will be used to renew the city’s public transport fleet and implement strategic infrastructure projects. The investment aims to improve transport connectivity, safety and the overall quality of life in the Bulgarian capital.
The programme envisages replacing outdated high-floor trams and buses manufactured before 2014 with modern vehicles that meet current environmental standards. The funds will also be used to improve the accessibility and safety of transport and road infrastructure, including for people with disabilities, as well as to finance climate adaptation measures such as upgrading drainage systems, reinforcing road surfaces and expanding Sofia’s green spaces.
The investment programme includes the purchase of new trams, trolleybuses, electric buses and conventional buses, alongside the construction and rehabilitation of major infrastructure projects. These include the reconstruction and widening of Copenhagen Boulevard, Rozhen Boulevard and Hristo Botev Boulevard, the extension of Iliyantsi Boulevard, and the widening of Lomsko Shose Boulevard.
The programme also provides for the continuation of the city’s sidewalk renovation initiative. According to Sofia Municipality, more than 542,200 square metres of sidewalks have been newly built or renovated across various districts of the capital over the past three years.
The municipality said the long-term financing would be secured either through a loan or a bond issuance, depending on which option offers the most favourable terms. The procedure will be carried out in compliance with the Municipal Debt Act and the Public Finance Act.
In early July, Sofia Municipality said the draft 2026 State Budget did not include EUR 25.4 million needed to finance public transport services in the capital. Municipal officials have called on the state to honour its commitments by providing EUR 11.8 million for metro security and EUR 13.6 million in subsidies under the relevant European Union regulation.
