Balgarianovinite.com Legislative and organizational changes aimed at preventing juvenile crime were discussed by Prime Minister Rumen Radev with representatives of the involved institutions at the Council of Ministers on Tuesday. The meeting was held in response to recent cases of aggression involving minors and youths, including an incident that resulted in the death of a man in Plovdiv, the government information service said on Tuesday.
Strengthening the role of state institutions and coordinating their efforts to prevent crimes committed by children and minors were the main focus of the meeting. Inconsistent policies addressing antisocial behavior, along with a lack of effective oversight and sanctions over the years, were identified among the problems that have undermined crime-prevention measures and contributed to a perception of impunity in society.
The Prime Minister was briefed on the progress made in preparing amendments to the Control of Juvenile Anti-social Behaviour Act. The law was promulgated in 1958 and was last amended in 2019, with the institutions noting that it no longer reflects the current state of social relations. A number of public systems legally tasked with preventing juvenile crime but currently not functioning effectively were identified, and their activities and responsibilities need to be revised as part of the amendments to the law.
At the end of 2026, the National Programme for the Prevention of Violence and Abuse against Children, adopted three years ago, will expire. Prime Minister Radev called for its scope to be expanded as it is updated for the 2027–2030 period, in line with the planned legislative changes.
Strengthening the Ministry of Interior’s monitoring of illegal online content that contains or incites violence, as well as efforts to stop its distribution, was identified during the discussion as one of the measures that should be implemented immediately.
Efforts to prevent drug and alcohol use among adolescents will continue, and penalties for distributing such substances in schools will be increased. The institutions will also strengthen coordination among themselves to identify antisocial behavior in schools and work more actively with parents to address it.
The relevant institutions will also propose new and more engaging extracurricular activities for young people, while promoting greater opportunities for children and adolescents to participate in sports, arts, and other activities.
