Romania’s National Liberal Party to Back New Public-Sector Pay Law, Leader Bolojan Says 2026

Balgarianovinite.com Romania’s National Liberal Party (PNL) has decided to support the new public-sector pay law, party leader and outgoing Prime Minister Ilie Bolojan said after a meeting of the party’s National Political Bureau. His statement was broadcast live online.
“The pay law is important for the country, first and foremost because it represents a commitment undertaken by our governments in previous years – one that no one has disputed – and its adoption is crucial to maintaining the confidence of our European partners, rating agencies and investors in Romania. It is also a measure that prevents the loss of more than EUR 700 million, the amount linked to the relevant milestone of the pay reform under the National Recovery and Resilience Plan (NRRP),” he said.
According to Bolojan, the law will provide predictability for the coming years.
“We will know how salaries will develop, thereby avoiding the pressure that can arise during election years,” he said.
Bolojan said there was very limited scope for pay increases given the current economic realities.
“We have to be completely frank about this: if the number of public-sector employees is reduced, salaries could be higher. Instead of paying three people poorly, it is better to pay two people well and have the third move to the private sector,” the outgoing prime minister said.
He added that the Liberals would also support the other bills before Parliament that are linked to milestones under the NRRP.
“The aim is to secure the funding associated with these milestones – money that Romania is currently using to finance projects such as motorways, railway electrification, schools and hospitals. And if the Moldova Motorway opens to traffic on August 31, it will be precisely thanks to these efforts and co-financing from NRRP funds,” Bolojan said.
The announcement comes a day after talks between Romanian President Nicusor Dan and the leaders of the parties in the former governing coalition on unblocking the public-sector pay law ended without agreement. The Social Democratic Party, the National Liberal Party, the Save Romania Union and the Democratic Alliance of Hungarians in Romania have until next week, when another meeting with Dan is scheduled, to decide whether to support the bill.
The legislation must be adopted by the end of the month to meet a key NRRP milestone linked to EUR 770 million in funding.
On Thursday, Fiscal Council Chair Daniel Daianu warned that Romania could lose funding under the NRRP. He also criticised the authorities for leaving the public-sector pay law, a key reform, until the last possible moment.
Romania has so far received nearly EUR 13 billion under the plan. To avoid losing access to much-needed funding, Parliament interrupted its summer recess and adopted several laws linked to key milestones under the EUR 20.1 billion NRRP.
The new public-sector pay bill has prompted large protests by teachers, healthcare workers and customs officers in Bucharest. The reform provides for a unified remuneration system and restrictions on additional allowances, but trade unions argue that it would result in pay freezes or cuts for a large proportion of public-sector employees.
