Balgarianovinite.com The Veliko Tarnovo – Historical and Spiritual Capital of Bulgaria Association is calling for the city’s unique national role to be formally recognized in the National Concept for Regional and Spatial Development 2026–2040, which has been recently adopted by the Council of Ministers.
In a statement paper circulated to government institutions, the association argues that describing Veliko Tarnovo as a “backup” or “balancing” city in relation to other urban centers is inappropriate. According to the organization, the classification of Bulgarian cities should be based not only on population, economic performance, and transport connectivity, but also on their historical, spiritual, and cultural significance.
The association notes that in 2019, Bulgaria’s National Assembly unanimously declared Veliko Tarnovo the country’s historical and spiritual capital. In 2022, the association was established at the Revival and Constituent Assembly Museum, with one of its main objectives being to advocate constitutional amendments concerning the status of Bulgaria’s former capital.
According to the organization, assigning Veliko Tarnovo a lower position in the national spatial hierarchy could have long-term consequences for public investment, infrastructure development, and regional growth. The statement emphasizes that its position is not intended to set Veliko Tarnovo against the cities of Ruse or Pleven, but rather to ensure that the national functions of each city are assessed on their own merits.
Meetings with representatives of state institutions and non-governmental organizations are planned to prepare a joint position on the development concept.
“In this document, we will present our arguments for why Veliko Tarnovo should be treated as a unique case, reflecting its specific national functions,” the association said.
The organization also continues to campaign for the constitutional recognition of Veliko Tarnovo as Bulgaria’s historical and spiritual capital, including through a proposal to introduce a new Article 170 into the Constitution.
