Balgarianovinite.com The Bulgarian Association of Recycling (BAR) has opposed proposed cuts in product fees for electrical and electronic equipment, saying the fees are a key source of funding for the collection and recycling of waste from such products. The association expressed its position in a letter to the Prime Minister concerning a draft government decree amending the regulation on product fees.
The association considers the proposed changes unjustified and economically unviable, arguing that they run counter to Bulgaria’s Waste Management Act, EU environmental policy and the “polluter pays” principle. It warns that the cuts could destabilize the waste-management system, jeopardize national and European collection and recycling targets, increase illegal dumping and shift costs onto citizens, municipalities and the state budget.
According to BAR, the proposed fees would be reduced by approximately 400-500%, or four to five times, compared with their levels at the beginning of the year. It argues that the changes have been proposed without a proper assessment of their environmental and financial impact and could deprive recyclers of the resources needed to collect more than 130,000 tonnes of waste electrical and electronic equipment annually.
The association notes that the current product fees were set in 2008, when economic conditions were significantly different. Since then, labour, transport, energy, logistics, technology, infrastructure and environmental compliance costs have risen substantially. Citing National Statistical Institute data, it says cumulative inflation between May 2008 and March 2026 reached 78.2%.
The association also warns of potential financial consequences if Bulgaria fails to meet EU collection and recycling targets. From 2028, an EU own-resource mechanism is expected to impose a rate of EUR 2 per kilogramme of uncollected waste electrical and electronic equipment. The association estimates that if collection of 130,000 tonnes of such waste were to stop, the potential cost to Bulgaria’s budget could reach EUR 400 million to EUR 600 million in penalties.
It argues that such a scenario would directly undermine the “polluter pays” principle, as the costs would ultimately be borne by taxpayers and society rather than by companies placing electrical and electronic products on the market.
