PM in Flood-Hit Strumyani: Heavy Rain Cannot Be Prevented, but Inspections Reveal Numerous Problems and Weaknesses 2026

Balgarianovinite.com “There is no way to prevent heavy rainfall, but inspections by the Ministry of Environment and Water and the Ministry of Agriculture and Food have revealed numerous problems and weaknesses. From now on, we want to take preventive action. The issue of clearing riverbeds of decayed and burnt trees is being addressed by the Government,” Prime Minister Rumen Radev told journalists in the village of Strumyani, which was affected by flooding this week.
He recalled that months ago letters had been sent to regional governors asking them to identify the areas in their regions that were most at risk and in need of clearing. “We have received responses from more than 200 municipalities and 26 regional administrations,” the Prime Minister explained.  “We will try to concentrate funds on the most important and critical areas,” Radev added.
Radev also said that, by a Council of Ministers decree and on the initiative of Sofia University “St Kliment Ohridski”, an Institute for Geospatial Research and Technology was established at the end of June to identify critical sections along riverbeds and mountain ravines through aerial mapping and scanning. This will make it possible to determine the work that needs to be carried out, as well as its scope. “This is important because where do the problems lie – either riverbeds are not being cleared, or sums far in excess of what is necessary are being requested, or these sums disappear into companies close to those in power,” Radev said.
The Prime Minister said the most important thing was that, despite the enormous scale of the disaster in Strumyani, there were no fatalities. He praised the Mayor of the municipality and the regional governor for their swift response and coordination with state institutions in organizing recovery efforts. Radev said a similar organization had been established in other areas across the country affected by such disasters.
During his visit to Strumyani, the Prime Minister inspected on site the aftermath of the flooding caused by heavy rainfall at the beginning of the week and met with residents of the municipal centre whose properties had sustained serious damage. Radev told the media that one of the issues concerning residents was the granting of one-off social assistance following natural disasters, amounting to EUR 1,171. He said damage assessment commissions were already documenting the losses and that, once the reports were received, the assistance would be provided as early as the beginning of September. Residents were also being informed on site about how they could receive up to EUR 4,000 in assistance, the Prime Minister added.
Regarding the restoration of damage to public infrastructure, Radev said funding would first be provided from the State budget, specifically from the fund of the Interdepartmental Commission, but this would also depend on the damage being assessed and documented.
On Thursday, Environment and Water Minister Rositsa Karamfilova ordered daily monitoring of groundwater sources in Strumyani Municipality due to the rainfall and flooding. The Bulgarian Red Cross (BRC) said it was providing support to people affected by the floods. Teams from the BRC Regional Council in Blagoevgrad are working on the ground, providing bottled mineral water, disinfectants and hygiene supplies, while psychologists are providing initial psychological support to residents and people involved in the response efforts
Following heavy rainfall and rising river levels in the area, a state of emergency was declared in Strumyani Municipality after two flood waves. According to local authorities, seven people were evacuated and have since returned to their homes.
