Balgarianovinite.com An entirely new law governing the Interior Ministry (MVR) is being prepared, Petar Todorov, Chair of the parliamentary Internal Security and Public Order Committee, MP from Progressive Bulgaria and former Interior Ministry secretary general, told Nova TV on Saturday.
“Our plan is to have the law drafted by the end of this parliamentary season. It is expected to be included in the agenda of the next parliamentary season,” Todorov said, adding that work on the legislation is now beginning.
Political influence within the Interior Ministry is “enormous”, Todorov said. According to him, people with unsuitable qualifications and various dependencies have been appointed to senior positions without proper justification. The new legislation will address such issues, including by requiring prospective Interior Ministry employees to undergo an integrity test and a polygraph examination as part of the recruitment process, he explained.
The draft law is expected to introduce fixed terms of office for senior management positions. Todorov believes this would help reduce political influence within the ministry. He added that under the proposed rules, an employee seeking career advancement would first have to complete the required period of service, after which they would again have to pass an integrity test and the relevant examinations. If the required exams are not passed, the employee would not be eligible for promotion to a higher position, Todorov explained.
“We will expand the capabilities of the Interior Ministry’s Institute of Psychology,” he said. Todorov also said that whenever a report or complaint is made concerning an employee, the employee’s superior would be required to report it and an investigation would be carried out.
“Our priority task is to remove from the Interior Ministry, whether from management or operational positions, employees against whom there is evidence of misconduct, following the appropriate procedures, so that they can be dismissed or otherwise removed,” Todorov said.
According to him, the idea is that once sufficient evidence has been gathered against particular employees, pre-trial proceedings should be initiated and the cases referred to the prosecuting magistracy so that those responsible can face criminal liability, rather than simply being dismissed or transferred to another position.
“The mechanisms we introduce are aimed at reducing political influence, regardless of which political force is involved,” the Chair of the parliamentary Internal Security and Public Order Committee said.
The law must be drafted with great precision, Todorov stressed, describing it as an extremely complex piece of legislation given that the Interior Ministry is an institution with nearly 50,000 employees working across a wide range of areas.
