Environment Ministry Plans Inspectorate Reform, Transfer of Water Oversight 2026

Balgarianovinite.com Plans call for reorganizing the 15 Regional Inspectorates of Environment and Water and transferring Water Act enforcement to them from the Basin Directorates, Environment and Water Minister Rositsa Karamfilova said Monday.
Karamfilova presented the plans at a meeting with the heads of the inspectorates and the Basin Directorates, the Ministry of Environment and Water press service said. The Regional Inspectorates of Environment and Water (RIEWs) would be reorganized into new structures aligned with Bulgaria’s development regions.
The cabinet’s governing programme includes reforms intended to make the administration more efficient and establish results-based management, Karamfilova said. She explained that the structural reform was based on an in-depth analysis which found that the RIEWs’ operational independence had distorted administrative practice and created the potential for undue dependence on local authorities, businesses and other organizations.
The regional inspectorates needed fewer administrative and management levels, with more resources directed towards substantive expert and enforcement work, she added. Administrative optimization should not come at the expense of expert capacity or local oversight, she said.
The reform’s main goal is to strengthen the specialized administration, while bringing together the general administrative functions and managing them centrally. Karamfilova said the general principle followed across the EU was that bodies issuing permits should not also monitor compliance with them.
Concentrating environmental oversight in the RIEWs was crucial for the proper implementation of environmental policy, she said. The change would allow the Basin Directorates to concentrate their expertise on strategic planning and preventive work in water management, while enforcement would be better coordinated with other environmental oversight functions.
Some general administrative activities currently performed separately by each territorial unit would be consolidated and optimized. The aim is to eliminate duplicate functions and release resources for preventive and enforcement work.
The proposed model would reduce the administrative and management burden while preserving and making more effective use of local expertise. Consolidation should not weaken oversight, the Ministry said.
Every step will be discussed with each structure within the Ministry. The Ministry of Environment and Water system currently comprises 15 RIEWs and four Basin Directorates.
The reform’s specific parameters will be determined after discussions with the Ministry’s teams. The process will take account of staff workloads and the need to retain sufficient expertise for effective preventive and environmental enforcement work, the press service added.
In June, representatives of 73 institutions began coordinating the government’s wider administrative reform. Their work covers shorter processing times, fewer document requirements, expanded digital and one-stop-shop services, linked public registers, and fewer administrative procedures and regulatory regimes.
In July, the regional inspectorates carried out more than 2,100 inspections at 2,009 sites. Their work included fire prevention at waste-treatment facilities, protecting the Black Sea coast and curbing unauthorized pollution. The Burgas and Varna inspectorates also worked with the Black Sea Basin Directorate after reports of fuel-oil pollution on beaches.
