Balgarianovinite.com The G. S. Rakovski National Defence College opened its 2026/2027 academic year for officers on Tuesday, with a ceremony featuring the reception of the battle flag and the formation being addressed by Defence Minister Dimitar Stoyanov.
In a lecture to officers and faculty members, Stoyanov said that Bulgaria’s defence spending is planned at 2.33% of gross domestic product (GDP) for 2027. According to the minister, Bulgaria is one of the few countries that already has an approved national plan to increase defence spending to 5% of GDP by 2035. Core defence spending is set at 2.15% of GDP in 2016 and is planned to increase to 2.85% by 2030 gradually, Stoyanov said. The Defence Ministry has shown continuity; it has consistently pursued the development of the Armed Forces, he said.
The Chief of Defence, Admiral Emil Eftimov, said that the main challenge facing the Bulgarian Armed Forces is how to turn the allocated resources into real defence capabilities. He noted that the country’s Defence Investment Programme through 2032 is currently under review and being updated in the context of implementing projects under the SAFE instrument, lessons learned from recent conflicts, and the adoption of a national plan to increase defence spending to 5% of GDP. “Collective defence remains the most reliable guarantee of national security, but it cannot replace national readiness,” the admiral said.
The Head of the Rakovski College, Major General Stayko Prokopiev, said the academic year is beginning at a time of accelerated transformation of the Bulgarian Armed Forces. “The process is being driven by changes in the security environment, a modern understanding and assessment of the operational environment, new methods and approaches to conducting military operations, emerging technologies, and changes in the structures of NATO and the European Union, while continuously taking into account lessons learned from practice,” Prokopiev said. He noted that the mission of the Rakovski College is evolving beyond the traditional understanding of education and training. A key focus is leadership training.
The G. S. Rakovski National Defence College is Bulgaria’s first military higher education institution. It was established by law on March 1, 1912, adopted by the 15th National Assembly. The college is a leading national educational institution with longstanding traditions in higher education and the training of officers and students in various master’s degree programmes, according to its website.
