Senator Adam Schiff (D-CA) offered rare and enthusiastic backing for President Donald Trump on Monday by declaring himself in “strong agreement” with his longtime political nemesis over a plan for a federal tax incentive designed to revive American film and television production.
The California Democrat’s endorsement came after Trump called on both parties in Congress to quickly establish a nationwide production incentive, following a meeting with actor and Special Ambassador to Hollywood Jon Voight, arguing it could stem the flight of entertainment jobs overseas.
“I am going to suggest that Republicans and Democrats get together, and immediately craft Legislation to save the Movie, Television, and Entertainment Business in America,” Trump wrote on Truth Social. “Congress should approve, immediately, a Federal Production Incentive to create Entertainment Jobs in America.”
“Hollywood is a Complete and Total Disaster!” Trump wrote, arguing production had migrated to Canada and elsewhere because “There is no incentive to be there, and it is hurting California very badly.” Voight has pushed for a 20% federal credit.
“I am in strong agreement with the President,” Schiff wrote on X, sharing a screengrab of the president’s announcement on Truth Social. “Congress should immediately take up and pass a federal film tax incentive to bring back these good-paying jobs that we’ve lost to other countries. Let’s work together – Republicans and Democrats – to get this done, and bring the movie magic back to America.”
The agreement marks an unusual political convergence between Trump and Schiff, who led the first impeachment case against the president in 2019 and has remained one of his most prominent Democratic adversaries.
Schiff has nevertheless been advocating for a federal production incentive since last year, circulating draft legislation that would offer a 15% credit on U.S. labor costs and holding a Senate hearing on the issue in March.
Trump, meanwhile, had previously threatened a 100% tariff on movies produced overseas. Hollywood studios and unions have instead pushed the administration toward tax incentives similar to programs used by Canada, the United Kingdom and dozens of U.S. states.
