Balgarianovinite.com An upgraded eProtocol app allowing voters to practise machine voting at home is expected to launch by the end of September, Central Election Commission (CEC) Spokesperson Stoyanka Balova-Tsvetkova said on Tuesday. The CEC began work on the upgrade two months ago, building on an app used during previous elections to help commission members practise completing tally sheets correctly.
The upgraded app will include a machine-voting simulation that anyone can use on a phone at home, Balova-Tsvetkova said. It will also provide information on key deadlines, voting based on a current or permanent address, and applications to vote abroad. The section for election commissions will be expanded to include methodological guidelines and videos concerning commission work in the electoral process, Balova-Tsvetkova added.
Registration of parties and coalitions for the presidential and vice-presidential elections will begin on September 2, 2026, Balova-Tsvetkova said. Documents will be accepted daily from 9:30 a.m. to 5 p.m. until September 9, 2026. Initiative committees may submit registration documents from 9:30 a.m. on September 7, 2026, until 5 p.m. on September 14, 2026. Candidates must be registered by September 22, 2026, Balova-Tsvetkova added.
Machine voting will be used at polling stations in Bulgaria with more than 300 registered voters, Balova-Tsvetkova said. The public procurement procedure for the machines is under way, and bids will be accepted until September 8, 2026. The bids will be opened on September 9, 2026, and an evaluation committee comprising CEC members and experts will decide on the procurement, Balova-Tsvetkova added.
The machines entered use in 2021, and voters already have experience with this way of voting. Despite this, the CEC is preparing a large-scale awareness campaign using various modern methods to inform the public, Balova-Tsvetkova said. Outreach events are planned at key locations in communities across the country, including metro stations, universities and schools. These will allow people of all ages to try the machines and practise voting with them, Balova-Tsvetkova added.
Up to 12,800 machines will be repaired, Balova-Tsvetkova said. The CEC will designate the locations with heavier footfall, where two machines will be placed to facilitate the process and prevent queues, she added. About 300 machines are earmarked for use abroad, along with 200 demonstration machines fitted with demo software for training and the awareness campaign, Balova-Tsvetkova said.
The deadline for submitting applications to vote abroad is September 29, 2026. Applications can also be submitted through the app, Balova-Tsvetkova added.
Consultations with regional governors on the membership of the constituency election commissions (CoECs) ended on August 30, 2026. Agreement was reached on the membership of 17 CoECs, while the CEC will appoint the remaining 14 itself because the parties and coalitions represented in Parliament failed to agree, Balova-Tsvetkova said. Consultations with municipal mayors on the membership of section election commissions (SECs) will continue until September 19, 2026, Balova-Tsvetkova added.
The EUR 15 incentive for members of CoECs and SECs, including mobile section election commissions, who submit error-free tally sheets will remain in place, Balova-Tsvetkova said.
Partial local elections will be held in 13 settlements across Bulgaria on October 18, 2026, Balova-Tsvetkova said. Parties and coalitions must apply for admission to the elections from September 10 to September 12, 2026. Local coalitions and initiative committees must then submit registration applications to the relevant municipal election commissions by September 17, 2026, Balova-Tsvetkova added.
