The parliamentary Committee on Economic Policy, Investments, and Industry approved at first reading on Wednesday the bill ratifying Amendment No. 1 to the Framework Agreement between the Ministry of Economy of the Republic of Bulgaria and Lockheed Martin Global, Inc. regarding the F-16 Block 70 Industrial Cooperation Program. The bill was submitted by the Council of Ministers on September 11.
The amendment builds upon the results achieved under the Program and creates conditions for developing new maintenance capabilities for F-16 Block 70 aircraft within Bulgaria. The specific project envisages establishing capacity for the repair of F-16 Block 70 generators – a high-tech activity for which such capabilities currently exist in only a limited number of European Union countries. Implementation of the new project will enable Bulgaria to carry out its own independent logistical support throughout the entire lifecycle of the F-16 Block 70 generators, the bill’s sponsors noted.
While presenting the bill, Deputy Minister of Economy, Investments, and Industry Mihaela Karadimova said that the Agreement dates back to July 2019 and comprises six industrial cooperation projects. Projects 1, 2, 3, 5, and 6 are already being successfully implemented in the country, with projects 1, 2, and 3 being carried out by the state-owned company Avionams AD, she added. She explained the reason for the amendment to the Agreement, noting that Project 4, the provision of a logistics support and supply chain management system for the F-16 Block 70, did not meet the Ministry of Defence’s requirements. Consequently, a Council of Ministers decision replaced it with a new project to establish repair capabilities for F-16 Block 70 generators, a task that will also be undertaken by Avionams.
The Deputy Minister highlighted the benefits of the new project, including the enhancement of Avionams AD’s existing industrial capacity, cost savings, the transfer of know-how and technology, the expansion of the company’s portfolio, job creation, and the generation of high added value. She also pointed out that similar repair capabilities within the EU exist only in Poland.
Furthermore, Karadimova said that this project ensures independent national logistics support for the aircraft generators throughout their 30-year lifecycle. “The expected outcome is greater independence, faster response times, and higher efficiency compared to potentially transporting the equipment to another country, as well as enhanced security of supply,” the Deputy Minister added.
