Sarafov Says Justice Minister Naydenov Is Holding “Casting” for SJC Candidates, Accuses Him of Seeking Their Loyalty 2026

Justice Minister Nikolay Naydenov has in recent weeks been holding a kind of casting process for candidates for the professional quota of the Supreme Judicial Council (SJC), organizing meetings with them both in his office and at the private office of Ratola company in Sofia’s Lozenets borough, according to an open letter circulated to the media by National Investigation Service investigator and former acting prosecutor general Borislav Sarafov on Thursday. The letter was addressed to Prime Minister Rumen Radev, members of the SJC, Interior Minister Ivan Demerdzhiev and State Agency for National Security (SANS) Chair Plamen Tonchev.
“In several consecutive interviews, Naydenov has expressed the view that the prosecution service is being reshuffled in my office,” Sarafov also said. In his public statements, he criticises this, with his remarks implying that such a development is shameful and reprehensible, Sarafov added. “In fact, the truth is diametrically opposite, and in this particular case the saying ‘The thief cries, “Stop the thief!”’ fully applies,” he added.
Sarafov wrote that, according to information available to him, the purpose of Naydenov’s meetings was to assess the candidates’ future personal loyalty to him. “I know that a number of candidates for the SJC from the prosecutors’ professional quota have met with him in this kind of ‘kissing the hand’, while Minister Naydenov, in turn, has promised political support and protection from the ruling majority,” the investigator said.
According to him, the meetings are intended to establish personal communication with the candidates, assess their willingness to remain loyal to the Minister, and obtain assurances of support for Mr Naydenov’s candidacy for future prosecutor general.
“The logistics for this kind of casting process are organised by Mr Naydenov together with several colleagues from the prosecution service, who assist him in assessing the candidates for SJC membership and their willingness to remain loyal, including with a view to presenting Mr Naydenov to the professional community and his subsequent election as prosecutor general after the Council is constituted,” Sarafov alleged. According to him, some members of the professional community are also aware of these circumstances.
He added that the Minister was also meeting with candidates nominated as deputies to administrative heads, who were likewise expected to pass through his office for a kind of approval before their nominations were voted on by the SJC.
