Opposition GERB and Democratic Bulgaria (DB) criticized the government’s proposed tax changes for 2027, raising concerns over new tax burdens, the lack of a clear strategy to reduce the budget deficit and measures affecting businesses and electric car owners.
GERB MP and former finance minister Temenuzhka Petkova said the government had abandoned its commitments not to raise taxes or introduce new burdens. She criticized the proposed 33% tax on excess profits, saying it would affect sectors generating revenues and jobs and create uncertainty for Bulgarian businesses and investors.
Petkova also warned that the planned increase in the tax assessment of buildings would raise the tax burden on citizens, with the tax on buildings expected to double by 2029. She opposed the proposed excise duty on cars with power output above 250 kW, saying it would also affect owners of electric vehicles that had previously benefited from incentives.
GERB said it would support higher tax relief for families with children but opposed what Petkova described as “giving with one hand while taking away from Bulgarian citizens and Bulgarian businesses with the other”. She also said GERB would repeal the proposed taxes if it returned to power.
DB MP Martin Dimitrov described the package as “a jumble of unrelated proposals” without a common plan to reduce the deficit. He said the Government’s plans lacked a target for high economic growth and argued that faster economic development was needed for incomes to rise.
Dimitrov also said DB would demand the full EUR 85,000 threshold for mandatory VAT registration. On gambling advertising, DB said the proposed restrictions largely reflected its own legislation but warned that definitions needed to be tightened to prevent loopholes.
DB MP Yordan Ivanov called for the proposed excise duty on electric cars with more than 340 horsepower to be scrapped, arguing that the State should encourage electric vehicle use amid high fuel prices.
