Justice Minister Opens New Selection for Bulgaria’s European Prosecutor 2026

Justice Minister Nikolay Naydenov ordered a new selection procedure for candidates for Bulgaria’s European Prosecutor, the Justice Ministry said on Monday.
Under the EU regulation establishing the European Public Prosecutor’s Office (EPPO), each member state participating in enhanced cooperation must nominate three candidates. The Council of the EU selects and appoints one of them. EPPO currently has 25 participating EU member states.
Naydenov’s order assigns the selection to a five-member commission comprising one associate professor or professor of criminal law or criminal procedure, two Supreme Court of Cassation judges specializing in criminal cases, and two prosecutors from the Supreme Cassation Prosecution Office. The Justice Ministry will have no representative on the commission, an additional safeguard for its independence.
Candidates must be serving judges, prosecutors or investigators with at least 12 years’ legal experience, practical experience in financial investigations and international judicial cooperation in criminal matters, and English proficiency of at least B2 level. Their independence must be beyond doubt, and they must have the qualifications needed to serve as a European Prosecutor. EU age criteria also apply.
The selection will begin with an eligibility check based on the documents submitted, followed by a public hearing streamed online. The commission will then select three candidates and propose that the Justice Minister submit their nominations to the Council of Ministers for approval.
Application documents must be submitted by October 12 at the Justice Ministry’s Administrative Service Centre, through the Secure Electronic Delivery System maintained by the Ministry of Innovation and Digital Transformation, or by email.
The cabinet led by caretaker Prime Minister Andrey Gurov revoked Council of Ministers Decision number 50 of January 21, 2026, which had approved Dimitar Belichev, Mihaela Raydovska and Plamen Petkov as candidates for European Prosecutor from Bulgaria. The caretaker government’s decision also launched a new selection procedure and set its deadlines and criteria. The Supreme Administrative Court overturned that decision in July, and the Council of Ministers adopted a fresh decision to launch a selection procedure on August 19.
