Bulgaria and the European Bank for Reconstruction and Development (EBRD) signed a memorandum of understanding to help prepare public-private partnership projects, the Economy, Investments and Industry Ministry said on Tuesday.
The memorandum was signed by Deputy Prime Minister and Minister of Economy, Investments and Industry Alexander Poulev and EBRD Vice President Mark Bowman. It envisages a mechanism for preparing such projects.
“The EBRD is the gold standard in international finance and development banking. Our goal is to make public-private partnerships a tool for modernizing infrastructure and mobilizing additional private funding,” Poulev said in the Ministry’s press release.
The Ministry described the memorandum as a further concrete step in expanding Bulgaria’s strategic partnership with the EBRD. The agreement would play a key role in preparing and structuring projects that could attract private capital and accelerate the modernization of the country’s strategic infrastructure.
The EBRD will help structure projects to combine private financing with European Union funds. Planned activities include conducting preliminary studies and feasibility assessments, allocating risk and preparing projects for implementation.
“We want to play an active role in modernizing the country’s infrastructure through public-private partnerships. We believe this is the way forward,” Poulev said. He added that the new mechanism would allow priority projects to be prepared in strategic areas such as energy, industrial zones, transport and other key infrastructure.
Poulev cited Dobroslavtsi Industrial Zone as a project with potential for development through this approach. “This is an example of how, by structuring projects properly, combining public resources with private capital and attracting strategic investors, we can create new opportunities for high-tech industry and the region’s development,” he said.
“We have already identified several highly promising industrial zones that need to expand their capacity,” he noted, adding that various options and mechanisms for assistance and EU grant funding were being explored to support the expansion.
Poulev said a new legislative framework for public-private partnerships had also been drafted and was now in the final stage of public consultation. “The aim is to create a competitive, predictable and balanced environment for delivering public-private partnership projects that protects the public interest while creating conditions for mobilizing private capital. The legislative framework is a key element of the government’s overall approach to accelerating investment and modernizing infrastructure through public-private partnerships,” he added.
Bowman described public-private partnerships as an effective way to attract private capital to infrastructure projects. He stressed that a centralized approach was particularly important to the successful delivery of more projects. “We believe this is an excellent way to attract much-needed private investment in infrastructure here in Bulgaria,” he said.
