Parliament adopted at first and second reading in one sitting a Bill on Ratification of Amendment No. 1 to the Framework Agreement between the Ministry of Economy of Bulgaria and Lockheed Martin on the F-16 Block 70 Industrial Cooperation Program on Thursday.
The framework agreement between the Ministry of Economy and Lockheed Martin provides for the implementation of six industrial cooperation projects, with five projects currently being successfully implemented on the territory of Bulgaria, three of which are being implemented by Avionams AD.
With the amendment to the agreement, project No. 4 “Provision of a logistics support and supply chain management system for F-16 Block 70” is replaced by the project “Building F-16 Block 70 Generator Repair Capabilities”, which is also planned to be implemented by Avionams.
At Avionams AD, renovation activities are currently underway to bring the existing premises in line with the requirements of Projects No. 1, 2 and 3, with opportunities for their future expansion, by absorbing the repair of other aircraft units. The new project builds on the existing industrial capacity in the state-owned company, which leads to cost savings, transfer of know-how and technologies, opening up new production opportunities, expanding the product portfolio, creating jobs and increasing the competitiveness of the Bulgarian enterprise on international markets. This project is expected to have serious added value for Bulgaria, given the fact that such capacity exists only in one country of the European Union (Poland), states the report of the parliamentary Defense Committee on the bill.
MP Ivelin Parvanov from Vazrazhdane pointed out that at the meeting of the relevant committee raised the question of whether Bulgaria already has any agreements with other countries that use F-16s and whether this activity would be profitable. “If we are only going to repaint planes and replace landing gear, I do not see this as any particular industrial achievement”, he commented.
The Chair of the Parliamentary Defence Committee, Ivan Lalov from Progressive Bulgaria, said that the framework agreement was signed in 2019, but due to some administrative problems, Avionams concluded a contract with Lockheed Martin only in 2025. He added that a major overhaul of one of the buildings is currently underway, where repairs to the electrical system, the aggregate system and the landing gear will be carried out. Lalov explained that the change to the fourth project will allow the volume of F-16 repairs at the plant to be increased. “The contract between Avionams and Lockheed Martin explicitly states that it is not only about repairing our F-16s, but also all our neighbors who have them and do not have these repair capabilities”, he noted.
