Bulgaria Not Involved in Talks to Renegotiate Skopje’s EU Accession Commitments, Foreign Minister Petrova Says 2026

Bulgaria is not involved in consultations on renegotiating the commitments undertaken by Skopje as part of its accession to the European Union, Foreign Minister Velislava Petrova said during Question Time in Parliament on Friday.
The Minister was responding to a question from MP of Vazrazhdane Angel Georgiev about the Bulgarian Foreign Ministry’s policy on implementing the conditions set out in the negotiating framework for the Republic of North Macedonia, and whether Bulgaria considers constitutional amendments with deferred effect to be acceptable.
Petrova said there is no need for talks on renegotiation, as such an approach is unacceptable to Bulgaria and claims to the contrary are unfounded. Constitutional amendments with deferred effect are also unacceptable, she added. The European consensus of 2022 sets out a clear and predictable framework, with specific responsibilities for North Macedonia and progress linked to the fulfilment of its commitments.
“Our main demand is to ensure full equality of rights for Bulgarians in the Republic of North Macedonia. The first step is to complete the process of adopting the constitutional amendments that would grant Bulgarians equal rights alongside the country’s other communities,” the Foreign Minister explained. Skopje’s commitment to include Bulgarians in the Constitution is also a condition for the negotiations to be effectively opened, she said.
Georgiev also asked the Minister about Solakov Inn in Bucharest, where where prominent Bulgarian freedom fighters planned uprisings against Ottoman rule in the 1860s and 1870s. Petrova replied that Romania had expropriated the property in 2021, ruling out the possibility of Bulgaria purchasing it. Through the Bulgarian Embassy in Bucharest, the Foreign Ministry has been consistently working to ensure that the Bulgarian State becomes involved at least in the municipality’s project for the site. The project aims to transform Solakov Inn into a municipal cultural space.
Three representatives of the Bulgarian Embassy are members of the municipal working group tasked with restoring the building. Bulgaria’s request to use part of the restored premises has also been put forward and accepted by the working group. This is expected to be arranged once the financial terms have been negotiated, Petrova said.
As of 16 September, the actual restoration work on the building was still pending and had not yet begun, the Minister added.
Georgiev expressed the view that Bulgaria could purchase the inn but lacked the political will to do so.
