“Many of the principles on which our education system currently operates need to change,” Education and Science Minister Georgi Valchev said here on Monday, speaking at the forum “Municipalities Closer to Schools – From Responsibilities to Genuine Involvement,” held as part of the Annual Meeting of the National Association of the Municipalities in the Republic of Bulgaria.
According to Valchev, one of the fundamental principles is that institutions should help restore the link between education and the family. Families feel sidelined in the process, and there are reasons for this, the Minister said.
Valchev noted that, over the years, families had become accustomed to being viewed as a means of providing financial support for the educational process. However, this perception of the family as a “piggy bank” gave rise to the idea that schools should be solely responsible for educating children.
If the family is to play a role in the educational process, one of the key factors for educational success is the child’s motivation. The family must motivate the child, stand by them, support them and help sustain the learning process.
“You can teach a child the alphabet and help them begin to sound out words, but if they are not encouraged at home to keep reading and are not introduced to interesting books until they can find their own way among authors, then no education system, wherever it may be in the world, can fulfil its objectives,” Valchev said.
Valchev said that, secondly, it was necessary to recognise that people view education as a two-way process in which the teacher is a key factor. This means that, in the coming years, institutions must improve the quality of teaching, Prof. Valchev added. He believes that if society and its institutions fail to develop a new generation of inspired teachers in the coming years, for whom teaching is truly a vocation, they will be unable to meet people’s expectations.
Another area in need of change is the system’s funding model, as it currently makes Bulgarian teachers, to a large extent, hostage to the competition to attract students, the minister pointed out. “The more, the merrier” approach has led to these low results, but we must acknowledge that the biggest problem facing our education system today is the ever-widening inequality, Prof. Valchev said.
“We have enormous problems with nearly half of all students, who have extremely limited, almost non-existent basic knowledge, let alone a good command of the various subjects,” the minister said. He believes that unless the country addresses these issues and changes the funding system in the coming years, teachers will continue to be incentivised to lower their standards and cover up students’ prolonged absences.
Teachers must be freed from this heavy burden and be assured that their jobs do not depend solely on the number of students they have, the Minister said.
Very few people understand how the funding system for preschool and school education works, Valchev added, stressing that this was also a problem because the process needed to become more transparent. People should know how much funding goes into Bulgarian education, and we must acknowledge that the amounts are substantial, he noted.
Last but not least, all institutions must begin a coordinated effort to tackle a phenomenon that has recently reached alarming proportions: aggression, whether verbal, visual or direct, the minister said. He added that this was a major problem linked to much broader patterns operating within Bulgarian society.
