AI’s Impact on Human Rights Debated at International Conference in Albena 2026

Government officials and experts discussed how artificial intelligence (AI) could affect human rights at an international conference organized by Bulgaria’s Ombudsman, Velislava Delcheva, held as part of the Annual Meeting of the National Association of the Municipalities in the Republic of Bulgaria here on Tuesday.
Tomislav Donchev, head of Parliament’s Committee on Innovation and Digital Transformation, warned that the world could split into two groups, namely countries and companies providing high-value AI services, and those paying for them. He cautioned that AI could deepen inequality, empowering talented people while encouraging others to rely on it instead of thinking independently.
Deputy Innovation and Digital Transformation Minister Mira Yosifova stressed that AI’s impact depends on how it is used, pointing out that like electricity and computers, AI may take decades to significantly improve productivity as economies adapt to the technology.
European Court of Human Rights judge Diana Kovacheva emphasized that AI development must respect human dignity, democracy, and the rule of law. Technological progress, she said, must never come at the expense of human rights, freedom, empathy, and justice.
Borislav Petrov, executive director of Bulgaria’s INSAIT research institute, noted that AI extends far beyond chatbots and image generation, noting that the institute is a major opportunity for Bulgaria to attract international talent and develop advanced technologies.
