Bulgaria, Romania and Turkiye Will Urge End to Hostilities in Black Sea, Bulgaria Will Raise Matter Before UN Security Council 2026

“We have coordinated a statement with our colleagues from Romania and Turkiye. Tomorrow, I also have an additional discussion scheduled with the President of Romania. In the statement, we outline all the risks and dangers we are observing as the war escalates, particularly in the Black Sea basin,” President Iliana Iotova said in an interview with Bulgarian National Television on Tuesday. The aim is to impose a moratorium on the use of drones over the Black Sea against commercial and civilian infrastructure and to halt hostilities over the sea, Iotova explained.
Later, speaking to journalists, she added that Bulgaria would bring the matter before the United Nations Security Council in response to the increasing number of attacks on commercial vessels in the Black Sea.
In the morning, Prime Minister Rumen Radev reported new drone attacks against ships in the Black Sea.
President Iotova also noted that the statement calls for an extraordinary item to be included on the agenda of the next EU summit in Brussels on October 16. The issue should not be addressed merely as part of the broader context of the war, but rather as a separate item specifically devoted to the Black Sea.
“The idea is to subsequently seek consultations with all the other countries bordering the Black Sea, because its security and shipping are of utmost importance,” Iotova said.
According to the President, the unprecedented attacks reported on Tuesday demonstrate that the war has reached the Black Sea and that the conflict is intensifying. “If this continues, we will face serious problems with oil supplies to our refinery,” she warned.
“A meeting of the North Atlantic Council was also held today, with the Black Sea included as an extraordinary item on the agenda. Assistance for Bulgaria is envisaged in two areas. First, support with the investigation into the first two drone attacks of October 6, as the evidence concerning the first two vessels has not yet been conclusively established; and second, additional protection and surveillance measures that NATO can provide,” the President added.
Iotova further said that Bulgaria’s, Romania’s and Turkiye’s defence ministers had held talks on Tuesday on joint action. A meeting on Black Sea security is expected to take place within the next 10 days to identify specific measures.
