Not a single employee has been dismissed or transferred from the State Agency for National Security (SANS) directorate tasked with countering Russian activities. The number of managers has been reduced in favour of operational staff, meaning that the management structure has been scaled back to increase the number of operational personnel, SANS Chair Plamen Tonchev said during a parliamentary hearing on Wednesday, in response to a question from Democratic Bulgaria (DB) MP Atanas Atanasov about the agency’s reform.
Tonchev said that on Thursday he will provide further details of the entire structural reform to the parliamentary committee overseeing the security services. The changes were all planned and are being implemented to ensure greater flexibility, streamline processes and strengthen the analytical, technical and operational capabilities of the services, he added.
Earlier during the parliamentary hearing, held in connection with attacks on four merchant ships in the Black Sea near Bulgaria’s territorial waters and the measures taken to safeguard national security, Atanasov asked what capabilities are being developed to counter Russian special services and their intelligence bodies operating in Bulgaria.
Last week, the Council of Ministers adopted a decree restructuring SANS, under which the unit responsible for countering Russian special services was downgraded from a specialized directorate to a department, Atanasov said.
