Bulgaria’s Telecoms Market Grows 4.9%, Postal Revenue Up 4.5% in 2025

Bulgaria’s electronic communications market grew by 4.9% to BGN 4.22 billion in 2025, while postal services revenue rose by 4.5% to approximately BGN 992 million, Communications Regulation Commission (CRC) Chair Ivan Dimitrov said here on Thursday, presenting the regulator’s annual report to Parliament’s Transport and Communications Committee.
Data transmission and Internet access accounted for 56.3% of the electronic communications market, generating BGN 2.376 billion in revenue, up 9.1% year on year. The number of fixed and mobile Internet subscribers increased by 13%, while subscriptions to fibre-optic Internet and 5G services rose by 13.3% and nearly 20%, respectively.
Investment in public electronic communications networks increased by nearly 0.7%, with spending on fixed networks rising by 24.5%. The pay-TV market recorded declines in both subscribers and revenue, while the fixed-line voice market continued to contract.
The regulator is also working with a telecommunications company seeking to establish Bulgaria’s first virtual mobile operator. The company has received numbering resources, and work on the project is expected to continue in the first quarter of 2027, Dimitrov said. The CRC could facilitate negotiations with existing operators if necessary.
Postal services handled 239 million items in 2025, up 9.4% from the previous year, driven largely by e-commerce and courier deliveries. The volume of courier items weighing up to 1 kg surged by 72% to 76.8 million. Traditional letter services and postal money transfers continued to lose ground.
Bulgaria had 218 registered postal operators at the end of 2025, of which 87 actively provided services during the year. State-owned Bulgarian Posts retained its dominant position in the universal postal service, accounting for 99.4% of revenue in its letter segment.
The committee approved the CRC’s annual report, which covers the electronic communications and postal services markets, regulatory developments and the commission’s activities.
