Electronic Governance Minister Tells Parliament that Preparations for Elections Follow Established Procedure 2026

Balgarianovinite.com Preparations for the April 19 early parliamentary elections are following a well-established procedure, Electronic Governance Minister George Sharkov said during a parliamentary hearing on Wednesday. At the heart of the process is a timeline related to machine voting, the certification of the technical devices for that voting, and the provision of video surveillance – a task assigned to the ministry by the Central Election Commission, Sharkov said.
Regarding the planned use of a sample of 10 voting machines during the certification and testing process, the procedure includes the preliminary random selection of the machines, Sharkov added. Chronologically, it is not connected to the choice of contractor, he noted. “There is still no signed contract between the Central Election Commission and the contractor responsible for servicing the machines. Once it is finalized, we have subsequent steps for which we are prepared,” the minister said.
A working group has been formed to update the methodology for certification of compliance under the Election Code, he said. The draft updated methodology will be put up for public consultation, after which it is to be approved within two days of the end of the public consultation. “This will be followed by the formation of teams for the certification of compliance, which we are already prepared to carry out, and an invitation to registered political parties to participate in the process. I hope we will have time to complete all this within the prescribed deadlines,” Sharkov said.
“We are progressing according to plan. If there is a change related to the number of machines, we will adapt,” the Electronic Governance Minister stressed.
Regarding the servicing of video surveillance of the voting process, “we have a Cabinet decision in line with the methodology used so far and the available equipment, to assign the implementation to the Information Services company.” According to Sharkov, the equipment is tested and publicly controlled and performs increasingly well each time.
