Balgarianovinite.com Bulgaria’s Health Minister, Assoc. Prof. Michail Okoliyski, said efforts are focused on preventing the loss of funding for the modernization of psychiatric care under the Recovery and Resilience Plan, his Ministry said. Meeting with representatives of the Bulgarian Helsinki Committee on Friday, he said serious challenges must be addressed to avoid losing these funds.
Okoliyski said psychiatric care was one of the reasons he accepted the post.
The Health Minister and his team presented the main priorities in psychiatric care, including planned changes to the composition and working methods of the Expert Council on Psychiatry.
Representatives of the Bulgarian Helsinki Committee raised the issue of signing an agreement on independent monitoring in psychiatric hospitals and offered recommendations for improving conditions and patient care, the Ministry said.
Okoliyski said a preliminary report by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment to the Council of Europe had already been prepared, along with an official response from the Health Ministry. The findings and recommendations will be analyzed as part of efforts to improve conditions and standards of care in psychiatric facilities.
By the end of 2024, a total of 657 psychiatrists were working in healthcare facilities across the country, Okoliyski said at Parliament’s Question Time on February 27.
