Balgarianovinite.com The aim of the caretaker Government is to stop the transfer of the effects of the crisis onto people and to reduce the pressure on their daily lives, caretaker Labour and Social Policy Minister Hasan Ademov told the Bulgarian National Radio on Sunday regarding compensation for vulnerable citizens and affected businesses due to rising fuel prices. “This can be achieved not only with a package of measures, but it is also important and appropriate to propose a model of behaviour under different scenarios for the development of the crisis,” he added.
“The most important thing is that the effects of the crisis do not hit the pockets of Bulgarian citizens and that the external shock is not transferred as an internal problem. The measures proposed under the extended budget are aimed at sectors which, along the supply chain, could influence prices for the end consumer,” Ademov specified. According to him, the sectors most seriously affected by the crisis are transport, food and energy.
The aid related to the increase in fuel prices amounts to EUR 25 million, which will reach vulnerable groups under certain indicators. The measures should be expanded depending on the development of the crisis and if there are conditions for escalation of tensions in the Middle East and an increase in petroleum product prices, Ademov added.
“The measures related to the transport sector are important because final consumer prices depend on costs along the supply chain. A postponement of toll fees is envisaged there, which saves around EUR 30 million and will support the transport business,” the Social Policy Minister said.
Asked when the transport sector will receive a compensation, Ademov replied that the Minister of Transport and Communications will announce the specific measures and support to be activated. The Government proposed that the measures be provided in separate stages depending on the development of the crisis, rather than all at once.
More than 1,200,000 citizens who receive payments from the social assistance system will receive the compensation automatically in their accounts. “The interest in the EUR 20 measure shows that it is working. The assistance will continue for as long as prices remain at such levels,” Ademov said.
Asked whether there is a way to control employees of the Social Assistance Agency in the country to prevent them from becoming conduits for vote buying in the upcoming elections, he said that the Social Ministry has undertaken visits to the six planning regions, with the aim of ensuring that the social system is not used for corporate voting. According to him, in addition to the signals in Kardzhali, there are already such reports from the regions of Blagoevgrad, Ruse and Pleven.
In the social system, payments are made in accordance with the adopted laws and regulations, and deviations from them are difficult, while control over European funds is exercised by the European Funds General Directorate, Ademov said in response to a question about whether a review is being carried out of spending of public and European funds managed by the Social Ministry. “We have problematic sectors, but we are making efforts to achieve the set indicators. At this stage, there are delays in payments under projects related to the renovation of nursing homes and the construction of more than 240 new social services,” he added.
