Balgarianovinite.com Construction of the Ruse-Veliko Tarnovo motorway on the section between Ruse and Byala, including the Byala bypass, is progressing and is scheduled for completion by the end of 2028, Regional Development and Public Works Minister Ivan Shishkov told reporters during an inspection near the village of Peychinovo, Ruse Region, on Monday.
Shishkov noted that the project is financed entirely through European Union co-financing.
A detailed development plan for the remaining section is expected to be commissioned within 30 to 40 days, which will accelerate construction towards Veliko Tarnovo, Shishkov said. In parallel, a project for the major overhaul of the Byala-Pleven road, commissioned in 2023, is in its final approval stage.
He stressed that the ultimate goal is to build the entire motorway from Ruse to Makaza as a single, integrated route.
At the end of May, Shishkov launched construction of the Ruse-Byala section. At the time, he said contractors had assured him that the entire Ruse-Byala section, including the Byala bypass, would be completed by the end of 2029, and expressed hope that work will finish ahead of schedule. The section and bypass are financed with EUR 525 million in European and national funds.
The 132.84-km motorway comprises three sections: Ruse-Byala (40.14 km), for which a technical design, expropriation procedures and construction permit are in place; the Byala bypass (35.4 km), where construction began in December 2023; and Byala-Veliko Tarnovo (57.2 km), for which the Road Infrastructure Agency (RIA) launched a procurement procedure in March 2025 for a technical design and construction. The nearly EUR 1.5 billion procurement was suspended in August due to irregularities in the bid evaluation methodology that could not be remedied without changing the tender conditions.
The inspection was attended by Deputy Regional Development and Public Works Minister Pavleta Pelovska, RIA Management Board member Ventsislav Angelov, Ruse Regional Governor Lyubomir Vladimirov, MPs, and mayors of municipalities in the region.
Later Monday, Shishkov is scheduled to attend a meeting in Ruse as part of the Regional Development Ministry’s “Regions Speak” initiative, also attended by representatives of the ministry’s territorial structures in the region and the officials accompanying him during the inspection.
