Balgarianovinite.com All free textbooks and learning kits for students from first to 12th grade have been delivered locally, renovations have been completed in about 500 schools, and every Bulgarian school now has its own STEM centre, it became known at a national meeting of the Minister of Education and Science Georgi Valchev with the heads of the regional education departments from across the country.
The meeting was chaired by Deputy Minister Tanya Pancheva and discussed the readiness on the ground, the problems and the organization created for the normal educational process from September 15, the press centre of the Ministry of Education and Science reported on Thursday.
Valchev called on the regional education departments to be in active dialogue with school management, but also with families. He also outlined some of the challenges for which a solution will be sought at the national level: a change in the mechanism of financing schools, measures to support and improve discipline, the quality of teaching work and better coordination with other institutions.
“The delegated budgets will not be abolished or changed. They have established themselves as a working mechanism. However, we must make the necessary changes in the calculation of subsidies to stop the trend of concealing results and absences. We will look for a way for the number of students to not have such a large burden, so that small schools do not suffer and to stop the unhealthy competition for more students,” explained Valchev. According to him, the current system with the “money follows the student” component stimulates the concealment of real problems and the distortion of results.
“We must also find a balanced solution to ensure an environment in which a normal learning process can be conducted. A large number of children complain about a lack of discipline among their classmates and feel disadvantaged,” said Valchev. He linked this topic to the need to strengthen the relationship between family and school and set as a focus of the work on the ground much more active communication of school management with parents – both about shortcomings and about the strengths of the children.
Pancheva drew the attention of the heads of the regional education departments to the introduction of a unified toolkit for monitoring the development of all children and their readiness for school. “This will allow for support to be provided to students and a much clearer assessment of the strengths and difficulties they encounter when they start school,” she explained.
Pancheva recommended that next year the regional departments should align the admissions for vocational training with the real needs of the business in the respective region. “There is a huge imbalance between the admissions to vocational education and the real needs of the labour market,” she said.
Valchev answered topical questions on Wednesday, posed to him by the deputies of the Committee on Education and Science in the National Assembly. Most of the questions to the Minister were related to the readiness for the start of the new school year.
